This server keeps its settings to itself

It answers the browser, but not the query that carries its configuration, so we cannot say what it has changed. Its workshop items and plugins are hidden from us for the same reason.

This server has workshop content we cannot read

It tells the server browser it runs workshop items, but it does not answer the query that lists them, usually because something in front of it blocks that request. The items are there, we just cannot name them.
